Homeowners insurance has Medical Payments coverage for others injured on your property or by you, or even your dog, when you are off your property. This Medical Payments coverage is often a low amount, usually between $1000 to $5000 for minor medical bills. This coverage is afforded to the victim regardless of negligence.
If negligence is involved a different coverage is afforded, liability coverage. Homeowner liability insurance can cover you in the event of a lawsuit. Liability coverage can be afforded for someone injured by you, a spouse, a family member who lives in the home, or your dog when you are on another person's property. This type of coverage will handle medical expenses (current and future), pain and suffering, loss of wages, etc.
There is a limit on liability coverage as well, but usually it is a minimum of $100,000. A homeowner's insurance company can only pay up to the policy limit, regardless of the extent of an injury. On top of carrying a higher policy limit, often homeowners who have a lot of assets will also have umbrella coverage; this will protect you further if the victim's injuries are more than the policy amount of your liability coverage.
This is not to say that homeowner's insurance will prevent a lawsuit from being filed, but your insurance company can provide you with a defense if a lawsuit has been filed.
