I was training to be a millwright and they never gave me any locks to perform the lock out tag out procedure and i have never seen anyone else use the procedure while i was workin. Now my job and the doctor i have is rushing me back to work and my leg is not healed yet it still has and open wound that has not healed yet and im still havin pain out of my leg . My leg is never gone be a hundred percent again and i dont think i have had the proper medical assistance. I just want to see can someone help me or just tell me what i can do.

This sounds like a fairly serious matter and one you should definitely pursue considering legal help for. Each state has workers injuries laws in place (that vary by state) to protect employees from injuries that occur at the work place, and also to ensure compensation for the damages occurred. However, there have also been certain disclaimers your employer may have had you sign to protect themselves from certain injury liability issues. An attorney would ultimately be able to examine your case, those disclaimers, and determine if you are entitled to compensation and even help press charges on your employer for ignoring their potential liability requirements to provide a safe workplace. I would highly recommend consulting with an attorney immediately.
